You already *can* move sd Textbox in Writer (or Draw or Impress) with keyboard
cursor keys. Likewise a Frame objects holding text can already be moved by
cursor or mouse drag.
But paragraph objects positioned within page (or frame) margins can not be
directly repositioned--just off-sets from margins and other objects can be
adjusted.
Paragraphs can be placed into Frames if that is a layout requirement.
IMHO not feasible in ODF and => WF
