Yes EITHER the <Alt>+<Shift> <Up/Down> OR the <Ctrl>+<Alt> <Up/Down> shortcut
pairs are mapped to the .uno:MoveItemUp or .uno:MoveItemDown and will apply 
against a *selection* made of paragraph object(s).

That will move a paragraph object(s) within its page or frame.
