We discussed the topic in the design meeting.

Not all agree with Ady that changing the workflow is detrimental to usability.
So one option is to accept the toggle on state and make all new comments
visible in this case (in other words: if all comments are visible the newly
create should not collapse). 

An alternative approach might be a default like tools > options > calc > view >
"[ ] New comments visible" that allows to create new comments expanded. In this
case we don't change existing functionality.
