Use equal spacing before and after for the surrounding paragraphs (body text)
and none for the list (list content).

The use cases appear to be artificial, and I miss the part where the existing
features don't allow to achieve a certain goal.
Beyond all that, we are bound to the document standard. And in particular this
spacing and indentation is well-defined and will likely not change. => NAB
