I confirm, that proportional line spacing with decimal numbers is not possible
with

Version: 25.8.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 0480e84e4c0b43d3829d83746636ad7a7037e76e
CPU threads: 12; OS: Windows 11 X86_64 (build 22631); UI render: Skia/Vulkan;
VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL threaded

Desing-team should decide, but I think difference within 1% is so small, that
you can hardly see it.

In the specific case mentioned in original bug report I think problem can be
solved with a fixed line spacing.
