Ruler function does not apply to paragraph objects the same as other "framed"
objects. Ruler for paragraph objects conforms to tab stops and margins. Rulers
for objects either place tics within paragraph margins or adjust the ruler
depending on type (e.g. basic shapes vs text boxes).

Current UNO .uno:HelplinesMove, provides "Helplines while moving". It is
implemented/activate per module, and already renders visible helplines across
canvas and onto the horizontal and vertical rule.

Placement of the helplines are the extent of the objects, not their coordinate
centroid, nor its center of rotation. With several enhancements already on
book: bug 100141 for alignment and spacing of multiple objects, bug 154015 to
provide helpline and ruler mark of centroid.

So request here of "cross hairs" extending from ruler would provide *what* on a
document page or drawing/presentation canvas? What work flow would it support
that is not addressed by the current (or enhanced) helplines on objects?
