We discussed the topic in the design meeting.

As Ady pointed out having action-based arrangements are intentionally done and
work better for us. The consequence of commands split over different root items
is acceptable, yet placing some groups is difficult. So it might be not easy to
find Comments under Sheet (in particular when coming from the Notebookbar
variants) but we have no better place.
