To provide more context:

1) When the sheet is completely blank, selecting all cells and applying
formatting works; all cells are affected

2) When any of the cells in the sheet contains data, then selecting all cells
and applying formatting will only affect the cells that contain data

Let's ask the UX team to check whether this is a bug, or it is by design.
