1:30 of attachment 191834 shows how the Shift modifier changes the DnD to a
cross-reference insert. Notice the 'default' drag is set to "Insert as Section
Link" before the drag but when the Shift modifier is used during the drag it
overrides the default to be a cross-reference insert.
