As long as you do not disable locking globally, you have to unlock each toolbar
individually. Thus unlocking the Standard toolbar does not unlock the Text
Formatting toolbar.

To unlock toolbars globally go to Tools > Options > LibreOffice > Advanced >
Open Expert Configuration. Search for "locked" finds Toolbars > States in
section org.openoffice.Office.UI.GlobalSettings. Doublclick the item to toggle
state.
