We discussed the topic in the design meeting.

The decision for Dynamic wrap was taken deliberately in bug 87720 comment 43
and 44. It is possible (and the suggested workflow) to edit the frame style
"Graphics" and to manage the default via templates.

Nevertheless considering that we made it possible to change the default anchor
via tools > options the recommendation is to also provide such setting for the
default wrap (similar to Microsoft).
