We likely cannot have tables exceeding the page width. And to freeze individual
cells in order to keep their width sounds to me cumbersome. However, table
management needs a complete overhaul - and this has been discussed including a
lock functionality in bug 145739 with a blog post at
https://design.blog.documentfoundation.org/2022/04/11/improve-the-table-configuration-in-libreoffice-writer/.
Perhaps that's a better fit for your request.
