We discussed the topic in the design meeting. Consistency is prime, and Apply
is available on styles only but not for direct formatting (eg
Paragraph/Character properties). Plus, the table properties dialog offers not
so many attributes that it requires iterative adjustments. Issues are rather
caused by a clumsy layout that needs to be improved. And we have some tickets
on this topic.
