You are arguing to repurpose a context-specific setting to a global setting.
Something that neither GIMP nor LibreOffice currently offer. As I mentioned
already in comment 5, the danger with your proposal is that the user forgets
where they changed the setting and gets angry when the mouse scaling does not
do what they expect.
If your proposal would be implemented, the Sidebar & Properties lock setting
should somehow communicate that the effect will be global and not only specific
to the Width and Height fields. As of now, indicator lines go from the lock
checkbox to the fields as a hint of what the setting will affect.
We can ask the UX team what they think of the pros and cons.
