A possible solution would be to make it show the markers of the paragraph
containing the cursor, like PP does.

Similar request is bug #75899 for Writer. Word behaves a bit differently:
- If I'm selecting two paragraphs from top to down, the markers of the first
(topmost) are visible
- If I'm selecting two paragraphs from down to top, the first (topmost)
pragraphs markers become visible 
-> so the second paragraphs alignment can be aligned to the first.

Of course Word and PP are separate apps, while LO has a single ruler... asking
for UX opinion. 
Shall we copy PP and Word behavior separately, or do something consistently in
both apps?
