Insert > Page Number + double-click on the variable to change the offset... not
too difficult. But we could add the offset to the PN dialog. OTOH, there are
different ways to insert the PN and we cannot ease every. WF?

If the PN'ing per page is problematic, you may join the discussion on bug
153259 "Add option "Include in page counting" to the page style to allow
excluding pages from the total number".
