We discussed the topic in the design meeting.

Splitting the UI makes the UI more noisy and is no functional distinction. In
the end it sounds as if a simple renaming of "Number" into "Type" would be
sufficient. The frame title could become "Options", if necessary.

Changing the label would be an easyhack at
sw/uiconfig/swriter/ui/bulletsandnumbering.ui.
