I agree, that it makes no sense to enable these two options by default, if
"Apply styles is" off by default. But since "Apply Styles" "works only with
“Default Paragraph Style”, “Body Text” or “Body Text, Indented” paragraph
styles, and there must be one empty paragraph before the text, if the text is
not at the top of a page" [1], "Delete Spaces" seems to be reduced to a very
few cases.
So I think, it should perhaps be off by default and should only be selectable,
if "Apply Styles" is on.
