Do I insert a chart with no data?

Also, when you insert a chart, it's selected and "moved into". So, what exactly
am I supposed to select?

Do you mean the properties deck "within" the chart, or the properties deck in
Calc with the chart selected?

I'll assume you mean the second possibility. Next time, please be more clear
and specific with the reproduction instructions.

Anyway, yes, totation is not on there. My initial instinct was to say "So what?
Who rotates charts, that's weird?"  - but then, I noticed that if you selected
a chart object again, you get the green rotation controls. So, it's like you
said - Calc makes it easy to rotate charts using the mouse. Given that, and the
fact that there's plenty of room in the position-and-size section of the
properties deck, I tend to agree that rotation can be placed there. But it's
weak-agreement.

Rotating the entire chart as an object (as though it were a rectangle or some
other shape). The rotation you can affect via Format > Text Box and Shape >
Position and Size... on the menus.
