We discussed the topic in the design meeting.

Shapes and images have rotation, flip, and arrange controls in the sidebar but
charts don't. Neither do formulae (and maybe other objects). And there is no
way to rotate charts in Writer.

Adding the options won't harm usability and make the UI more consistent.
