Current state of the Text labeling is not that good, so can continue to justify
that it being hidden away in the Target stanza Hamburger on the the Customize
-> Toolbar panel is reasonable.
Only with work as for bug 101877 to refactor the appearance of Toolbar button
control (size of icons) and placement/alignment of the Text would it make much
of a difference for users, and at that point need more prominent placement of
the customization control.
I'd just add this facet to the work needed on bug 101877 as it is about both
appearance of the UI and toggling those modes--Icons only, Text only, and Icons
& Text.
