I think we may be using the terms vertical/horizontal in opposite ways.

The problem is the _need_ to navigate it. I described why this is a huge
degradation of the UI.

Actually, shifting is also rather bad; but at least there are only two possible
states, and the distance between the positions of the tabs is relatively small.

Even if it were resizable - no scrolling should be guaranteed, IMNSHO, with the
default dialog size.
