Over the course of their entire life? I'm not so sure. But, even granting that

When I want to buy a train ticket, all of the train routes other than the one
I'm taking that day make it harder for me to choose mine. If only all the
options I didn't need that day were hidden and we only saw the one we do need
:-)

This sounds like an X-Y problem. The problem is the difficulty, or the burden,
the cumber, of choosing an item from a long list of options in a Save As
dialog. I would focus on that rather than on the specific solution you suggest.
If you re-title the bug, or close this one and open one about the actual
problem, I (and other users) could think of one or more suggestions that might
make it easier.
