We discussed the topic in the design meeting.

While the idea sounds good and might be convenient it is actually orthogonal to
our flexibility-focused approach. We have dedicated paragraph styles (Contents
Heading, Contents 1..10) and either need to modify these on the fly, preventing
any user modifications, or need to ship multiple variants. But ultimately this
is what Document Themes do (bug 107331).
