Why not? It perfectly solves your issue and is far from difficult. Save the
sheet as template and make this the default [1] - and you will never have to
hide row/cols again.

It's the standard behavior for all spreadsheet applications. Your envisioned
option to limit the number of rows/cols would do the same as hiding it
manually.
