We discussed the topic in the design meeting.

The ticket is related bug 166350 but not the same.

Labels are good but require a clear concept, which seems not always be the case
for the Tabbed NB variant: requested is support not to label everything
(similar to launchers), it could be added iteratively, vertical space is not an
issue as the design aims for this, and labels should make user feel home (and
we do not copycat Ribbons).

Customization spoils the labels: we can cope for this and hide the label if the
section is too short.
