We discussed the topic in the design meeting. We all agree that text in
addition to the icons support beginners. Concerns about overflow on most
toolbars, in particular the default Standard and Formatting, have been
countered with the argument that the option, supposed to be at Tools > Options
> Appearance, would be opt-in and users can easily customize it for some
toolbars or switch it off again. It would be nice to have an overflow option
that moves the toolbar buttons (resp. icons) into a second line.
