Formally, they're application configuration settings. Quoting ODF 1.4:

> 3.10.1 General

so, it's true that they could be document-specific settings, but that is not
necessarily the case. In practice, some settings may well affect document
rendering, and some settings are document-specific, but can't be considered
part of the document itself; rather, they are persisted application settings
specific to the documents, e.g. whether to print various elements or not
(graphics, hidden text, empty pages); or an RSID hash.
