And? LibreOffice does not implement native MS Windows Ribbon Framework UI.

Rather, the Notebook Bar 'Tabbed' UI is a Glade assemblage of UNO controls,
superficially arranged to appear like the MS Ribbon UI. Its interface are
limited in some facets, e.g. onmouseover can expose tooltip but will not launch
or shift focus, requiring a user click action.

Use of native Ribbon Framework could not be cross-platform. And otherwise no
reason for project to implement.
