We discussed the topic in the design meeting.

The function is pretty nifty to take a quick peek: scroll, check, and move the
cursor away or back on the scrollbar. Start and end point are remembered while
the mouse button is pressed and the position updated on release.

This is not known on Linux- and should ideally be handled by the OS/DE anyway
(yet I don't think it's related/dependent to bug 164656). It would be welcome
if a volunteer wants to implement it.
