I think that https://bugs.freedesktop.org/show_bug.cgi?id=30485 is
rather a problem with autoconf than with pkg-config.

I see libpng.pc even on NLD9, so it is there for ages.

=> Feel free to commit the change. AFAIK, you already have the commit
access :-)
