I think it is not only an OFFSET problem :

I can't create a drop-down list with Data > Validity > Cell Range.

You may look at the new options :
Formula syntax, Columns and rows separators, Focus on the 1st cell of the
array instead of the last like OOo
and other options intented in make a clone of Microsoft Office.
