[Libreoffice] tools.jar problem when building tomcat in libreoffice

I have a problem when building tomcat (and saxonin, beanshell, lucence, jvmfwk,rhino,hsqldb,ridljar) in libreoffice
I have JAVA_HOME set, and tools is in $JAVA_HOME/lib
but when i build the tomcat to found out what was wrong, i have those errs :
Unable to locate tools.jar. Expected to find it in /usr/lib/jvm/java-1.6.0-openjdk-1.6.0/lib/tools.jar
......
Unable to find a javac compiler;
com.sun.tools.javac.Main is not on the classpath.
Perhaps JAVA_HOME does not point to the JDK.
It is currently set to "/usr/lib/jvm/java-1.6.0-openjdk-1.6.0/jre"
.....
that confuse me ,can any body help?
