I could not reproduce that with the latest package (3.3.2-1ubuntu2 on
natty). Without any libreoffice-help package installed F1 does nothing
here.

Assuming you are on Maverick, I would suggest to use the ppa at:

 https://launchpad.net/~libreoffice/+archive/ppa

which has backports for Maverick and Lucid available.
