[Libreoffice] [Patches] Fix build with --enable-werror under CLang++

Hi,

attached are 2 trivial patches to make the 'tools' directory build
with --enable-werror under CLang++. One of the change is actually an
existing off-by-one error caught by the compiler.

Those 2 patches are released under the LGPLv3+/MPL.
