[Libreoffice] [REVIEW] Fix for fdo#39510 to backport

Here is an update patch for 3.4 branch with the following fixes:
  * Added missing #if OSL_DEBUG_LEVEL > 1
  * Initialized pPrecede to 0 in constructor
