[Libreoffice] Who do I know when a patch will make it to a release

The intention for my original post is two fold:-
1) I'd like to know when/which-version will this fix land in.
2) I'd like to understand the policy for development vs. release branches.
For example, which committed patches will be in the 3.3.1 or 3.4 release.
How things like this are planned/decided (which used to be group by child
workspaces before).
