I do not have any strong opinion here. I think that both ways are fine and it
depends on the reporter's confidence. If it is evident blocker, it might be
added to bug dependency immediately. If the reporter is not sure, it might be
enough to mention it in the comment... We must investigate all nominated bugs
before the release anyway. We could remove bugs from the list if there is a
good reason and vice versa...
