It answers some of the questions, and time did calm me down already.
But still I think it is a very unwise decision that I'd like to see
reverted.

Yes, help is a big chunk of localized packages, but in my eyes it is a
huge mistake to make it "hard" and non-obvious to install
offline-usable help, especially regarding the extended tips.

Web-help won't help if you're not connected to the web (and as
mentioned before, localized help needs to be available in the first
place)
