Hardcoding it is indeed a very bad idea.

Yes, and the dev-targets also make use of it, as does portable versions.
But the configuration file is only the only way to set a different
config directory, it can also be set via start-parameter
-env:UserInstallation=file:///home/A_place/.A_folder

So please make sure that both methods still work.
