[Libreoffice] [REVIEW] give local range names higher priority than global range names

Hello,

I have a simple patch without a bug report but think it should be commited
to the 3-4 branch and perhaps to the 3-4-1 branch.

I think this patch is safe, it only changes that we check local range names
before we check for global range names. So in formulas if there is a global
range name and a local range name we prefer the local range name.
