[Libreoffice] remove unnecessary includes and forward declarations from basctl

Hello,

I've attached a patch that removes unnecessary includes and forwards
declarations from basctl, in an attempt to understand exactly what
dependencies are required in individual cases. Just a minor cleanup :)
