No, those two files are unrelated.

Your initial problem (missing solver/unxlngx6.pro/xml/ure/services.rdb 
is odd).  What does

   . Env.Host.sh && cd ure/source && dmake && deliver -verbose

give (if "make clean" did not succeed for you in the meantime)?
