Not sure.  Given that, for example, 
solenv/gbuild/platform/DRAGONFLY_INTEL_GCC.mk currently first includes a 
definition of gb_CppunitTest_CPPTESTPRECOMMAND via the included 
solenv/gbuild/platform/unxgcc.mk and then provides its own, overriding 
definition, this looks more like it needs some knowledgeable clean up.
