[Libreoffice] Translation of German comments in /svx/source/svdraw

Hi,

I thought I should translate some comments. Hopefully quality is okay.
This is only part one, but it already is quite large, so I bzipped the
patch.

Since I am not very code-literate, I tried to avoid changing code (or
removing any commented-out leftovers), I did translate debug messages,
though.
