[Libreoffice] RdbTargets need to be in their own makefile by now

Hi all,

Please note with:

RdbTargets need to be in their own makefile by now. However by this we
gain that RdbTargets will be updated automatically if you change its
makefile now, which is a huge gain hoopefully.
