[Libreoffice] sfx2 et al wanting libxml2.a pointlessly

Hi Björn,

so I'm hit by the android crossbuild not generating static libs for
several external libs - but gbuild kind of requiring them for no
good reason.

solenv/gbuild/StaticLibrary.mk's delive rule comment looks a bit
fishy:

# EVIL: gb_StaticLibrary and gb_Library need the same deliver rule
# because they are indistinguishable on windows

Is there any elegant way to work around that problem? I attach some
diagnostic output of make.
