[PATCH 3-5] fdo#42537: fix RTL menu rendering on Windows

The fix for libreoffice-3-5 attached. It consists of the following commits:

And it seems to work... :) I attached the screenshot that shows how the 
menus look now in both RTL and LTR modes.

You may guess that commit 53290476 could affect other platforms, yes, 
actually it could affect only kde, and I verified that - no side effects 
there.
