[Libreoffice] R: R: Fatal error building Windows release (Cygwin)

I'm building from master, and I didn't need to update Env.host.sh

In my Env.host.sh, the CC line looks like:

CC="/cygdrive/c/PROGRA~2/MICROS~1.0/VC/bin/cl.exe"
