[Libreoffice] [PATCH] Comment translation & removal of commented-out code in svdraw

Hi all,

these two patches shall finish my series of translations for the
svx/source/svdraw folder. The first one should be near fine for
pushing. About the second one which removes some commented out code, I
don't know ... please see if you find it useful/safe, else just
discard this.
